Theme and background
In recent years public housing has returned to public awareness and debate at close to a global scale. The declining affordability of private supply on one hand, and the desire for better living conditions inherent in broader projects for social and economic development on the other, foreground again the public sector as a necessary agent in housing planning, promotion, and production. These contemporary stakes place a renewed interest in the history of public housing. Usually accompanied by facilities for public services provision like education and healthcare, public housing has historically contributed to a substantial transformation both of the built environment overall, and of the way in which architecture as a discipline acts and thinks about itself and its relation to society.
“Housing”, due to its social character and modern context, tends toward generic and universal conceptions of human habitation. In the last century, especially when led by the public sector, no other building programme has been imbued with a more radical sense of universality. But this universality cannot but manifest in concrete circumstances, institutions, practices and values. By acting universally at the almost viscerally particular spheres of the community and the domestic, in their infinite cultural variations, public housing embodies a dialectical tension that defines to a large extent what architecture is, has been, and can be in modernity.
The symposium “Homes for the People – Public Sector Housing: Historical Experiences and Contemporary Practices”, held on Oct 31 - Nov 1 of 2026 at the Southeast University School of Architecture in Nanjing, aims to contribute to this increasingly important topic, both by reviewing the rich and diverse history of public-sector housing through the 20th century around the World, and exploring evolving contemporary practices.
It aims to address historical experiences from the 20th century from around the world: housing by Western Welfare-state dynamics between the 1920s and 1970s; housing in the Soviet Union and Eastern Europe between the 1920s and 1980s; housing in the Global South by post-colonial states between the 1950s and 1980s; and the Chinese experience in public housing production under its different stages of development. It also aims to address contemporary practices of public sector housing, in its important role in developing economies in the Global South; in Europe as key to an emerging debate on the affordability crisis; and as part of the recent Chinese effort to rebuild a public sector of housing with controlled rents.
The symposium is an opportunity to examine past and present issues of affordability; increasing material living conditions; connection with accelerated economic development; neighbourhood planning and community making. Simultaneously, it can also examine continuing and evolving contradictions inherent to “public housing” as a programme, such as: between housing quantity and quality with limited resources; between urban density and quality public space; between urbanity and natural environment; between modernisation and preservation of local cultures; etc.
The symposium will bring together scholars in the field from across the World, providing a multiplicity of experiences and global perspectives, constituting a forum for the sharing of knowledge, and contributing to the development of research and practice in cultural environments that are simultaneously global and highly localised.

a) 1920年代至1970年代西方福利国家政策体系下公共住房计划的发展;
b) 1920年代至1980年代苏联及其主导的社会主义阵营中,由国家全面主导的住房体系的演变与发展;
c) 1950年代至1980年代全球南方后殖民国家中,公共住房生产在国家发展计划中的作用;
·普遍主义住房理念在具体文化、地理、经济和社会现实中的实施困境,探讨其成功经验与失败案例;
·从多样化的历史经验中,为当代住房实践所能汲取的启示;
·公共住房以不同方式与公众参与机制之间形成的关系;
·社区营造在公共住房生产中的重要作用,不仅作为一种社会经济机制,同时也是城市与邻里空间设计的重要原则;
This Symposium will explore the following topics
- The expansive history of public housing experiences in the 20th century in distinct global contexts, specifically:
a) The development of public housing programmes as part of welfare-state policies in the West between the 1920s and the 1970s;
b) The evolution and growth of a fully state-led housing sector in the Soviet Union and the Soviet-led bloc between the 1920s and the 1980s
c) The role of public housing production as part of national development programmes in Post-colonial nations in the Global South between the 1950s and the 1980s
d) The specific history of public-sector housing in China from production through the Danwei model to the contemporary moment.
- The difficulties of implementation of a universalist housing concept to specific cultural, geographical, economic and social realities, exploring both successes and failures;
- The lessons that can be learned for contemporary practice from the diversity of historical experiences;
- The way in which public housing has engaged in different ways with forms of popular participation;
